Plot Summary
The film begins with Aaron Cross, a member of Operation Outcome, a secret program that uses experimental pills called "chems" to enhance the physical and mental abilities of its agents. Cross is on a training mission in Alaska, where he survives an attack by a pack of wolves and meets another Outcome agent, Number Three. Meanwhile, Jason Bourne exposes the CIA's illegal programs, Treadstone and Black Briar, to the public, causing a scandal that threatens to expose Outcome and other similar programs.
Eric Byer, a retired colonel who oversees the CIA's clandestine operations, decides to shut down Outcome and eliminate all of its agents and scientists. He orders a drone strike on Cross and Number Three in Alaska, killing Number Three and wounding Cross. Cross manages to destroy the drone and escapes. He then travels to Maryland to find Dr. Marta Shearing, an Outcome scientist who administered his chems. Shearing is the sole survivor of a mass shooting at her workplace, orchestrated by Byer to cover up his tracks. Cross rescues Shearing from CIA operatives who try to kill her at her home.
Cross reveals that he is running out of chems and needs Shearing's help to find more. He also explains that he was a mentally impaired soldier who volunteered for Outcome to improve his intelligence. Shearing tells him that the chems are not permanent and that he needs to undergo a viral "cure" that will make the effects permanent. They travel to Manila, where Shearing's former colleague, Dr. Donald Foite, worked on a new strain of the virus before he went insane and killed his co-workers.
In Manila, Cross and Shearing are pursued by Byer's agents and LARX-03, another genetically enhanced agent from a different program. They manage to evade them and reach Foite's lab, where Shearing injects Cross with the virus. However, they are ambushed by LARX-03, who kills Foite and chases them through the streets. Cross and Shearing escape on a motorcycle and board a fishing boat, leaving LARX-03 behind.
The film ends with Cross telling Shearing that he feels different after the virus treatment. Shearing smiles and says that it's just the beginning.

The Bourne Legacy was conceived by Tony Gilroy, who co-wrote the screenplay for the first three Bourne films. He wanted to create a spin-off that would explore the consequences of Jason Bourne's actions and the larger world of espionage. He said, "The easiest way to think of it is an expansion or a reveal. Jason Bourne will not be in this film, but he's very much alive. What happened in the first three films is the trigger for what happens."
Gilroy also wanted to introduce a new protagonist who would have a different background and personality from Bourne. He said, "He's coming from a completely different place and he has a completely different set of skills. He's not a reluctant warrior, he's a volunteer. He's not trying to find out who he is, he knows exactly who he is and what he wants."
Gilroy chose Jeremy Renner to play Aaron Cross after seeing his performances in The Hurt Locker and The Town. He said, "He's such an exciting actor and he's so perfect for the part. He has the intelligence, the physicality, the charisma, the humanity. He brings everything to it."
Rachel Weisz was cast as Dr. Marta Shearing, who Gilroy described as "a brilliant scientist who gets caught up in this whole thing and has to go on the run with Aaron." He said, "She's not a damsel in distress, she's a very strong character and she has a very important role in the story."
Edward Norton was cast as Eric Byer, who Gilroy described as "the smartest guy in the room, the puppet master, the guy who's pulling all the strings." He said, "He's not a villain in the traditional sense, he's a patriot, he's doing what he thinks is right for his country. But he's also ruthless and pragmatic and he has no qualms about sacrificing lives for the greater good."
The film was shot in various locations around the world, including New York City, Washington D.C., Chicago, Seoul, Manila, and Calgary. The film used practical effects and stunt work as much as possible, with minimal use of CGI. Gilroy said, "We wanted to make it as real and gritty and authentic as we could. We wanted to make you feel like you're there with them, not watching them from a distance."
Soundtrack
The soundtrack for The Bourne Legacy was composed by James Newton Howard, who replaced John Powell as the main composer for the series. Howard said, "I wanted to honor the musical legacy that John Powell created for Jason Bourne, but also bring something new and fresh for Aaron Cross. I wanted to create themes that reflect his character and his journey."
The soundtrack features orchestral and electronic elements, as well as ethnic instruments and vocals to reflect the different locations of the film. Howard said, "I wanted to give each place a distinct musical identity and flavor. For example, I used Filipino percussion and choir for Manila, Korean drums and strings for Seoul, and Native American flutes and drum
